If you install New Threat alone, it edits your game files, so you then just have to launch the game normally. But 7th Heaven needs to edit your game in the RAM instead, so you want to launch it and to launch the game from it. Launching the game normally won't trigger these modifications. In the launcher hit settings -> game driver -> advanced and toggle steam compatibility. Haven't gotten any achievements yet, but at least steam registers that the game is running.
