Instead of being confined to a single location like Gotham's most infamous mental hospital, Arkham City took place in a large chunk of Gotham cordoned filled with criminals and cut off from the rest of society.

Arkham Asylum holds up so well. The combat was so solid that every sequel was just a refinement rather than a total evolution of the system, and over a decade later Asylum's combat is still better than most modern AAA titles. They struck gold with that system. The atmosphere of the game is also unparalleled.
